The Blair County Salary Board operates in accordance with Act 14 of 2024 (The County Code), which establishes the authority and responsibilities of county salary boards throughout Pennsylvania. 

A salary board is established in each county. The Blair County Salary Board consists of:

The three individual members of the Blair County Board of Commissioners 
The Blair County Controller 

The Chairperson of the County Commissioners serves as the Chairperson of the Salary Board. The County Controller serves as the Secretary of the Board. 

The Salary Board meets and organizes on the first Monday of January each year. 

The Salary Board is responsible for determining the number and compensation of appointed county officers, deputies, assistants, clerks, and employees who are paid from the county treasury. (The Board of Commissioners is responsible for negotiating salaries with collective bargaining units)

At its annual organizational meeting, the Salary Board, subject to limitations imposed by law, establishes: 

The compensation of each appointed county officer 
The number of deputies, assistants, clerks, and employees 
The compensation and salary schedules for applicable county positions

Between annual meetings, the Salary Board may meet as needed upon the request of a judge, county officer, or executive head of a separate board, commission, or division when the number or compensation of deputies, assistants, clerks, or employees needs to be established or revised. 

All salaries approved by the Salary Board are paid from the Blair County Treasury in accordance with applicable law. 

When the Salary Board considers the number or salaries of deputies or other employees within a county office the elected county officer shall participate as a member of the Board until the matter affecting that office has been resolved, unless otherwise provided by law. 

When the Salary Board considers the number or salaries of court employees, the President Judge of the Court of Common Pleas, or a judge designated by the President Judge, shall participate as a member of the Board until matters affecting court criers, tip staves, or other court employees have been resolved. 

The Blair County Salary Board plays an important role in ensuring that county staffing levels and compensation are established in a transparent, responsible, and legally compliant manner while supporting the effective operation of county government services.
