The Blair County Retirement Board operates under Pennsylvania Act 96 of 1971, which authorizes counties to establish retirement systems for county employees. Blair County has established a retirement system to provide eligible employees with retirement benefits in accordance with state law.

The Retirement Board is responsible for the administration and oversight of the county retirement system. The Board consists of five members: 

The three Blair County Commissioners 
The Blair County Controller 
The Blair County Treasurer 

The Chair of the Board of County Commissioners serves as Chair of the Retirement Board.

Each Board member is required to take an oath of office affirming that they will faithfully and honestly administer the affairs of the Retirement Board and uphold the provisions of the Act. Board members serve without compensation but are reimbursed for necessary expenses incurred in carrying out their official duties. A quorum consists of three members. 

The Retirement Board may appoint an actuary to provide actuarial services and recommendations regarding the retirement system. The County Controller serves as Secretary to the Board and is responsible for maintaining the official record of all Board proceedings. These records are open for public inspection in accordance with Pennsylvania law. 

Administrative expenses of the Retirement Board are funded through county appropriations based on estimates submitted by the Board. Under certain circumstances, administrative expenses may be paid from the retirement fund if the Board's actuary determines that doing so will not impair the actuarial soundness of the retirement system.

 The Retirement Board is committed to ensuring the prudent administration of the Blair County Employees' Retirement System while fulfilling its fiduciary responsibilities to the County's employees and retirees.

HOW MANY YEARS OF SERVICE DO YOU NEED TO RETIRE FROM THE COUNTY? 
20 years of service at age 55 or any number of years of service at age 60. 

WHAT ARE THE QUALIFICATIONS FOR HEALTH INSURANCE FOR THE EMPLOYEE WHO RETIRES? 
Free individual medical coverage is available for employees hired before January 1, 2010 who have met the following qualifications: 

20 years of service at age 55 
12 years of service at age 60 
Retirees who are Medicare Eligible (Age 65) are no longer eligible for the healthcare benefit. 
Vested employees are not eligible if there is a break in service prior to retirement 

FOR EMPLOYEES RETIRING, WHAT ARE THE TERMS OF THE SICK TIME BUYBACK?
Employees that have 20 years of service and age 55 or any amount of service and age 60 or greater. Upon retirement, 50% of a qualified employee's accrued, unused sick days, up to a maximum of 300 days, will be bought back by the County at the employee's daily rate of pay at the date of retirement or at last full-time employment with the County.

HOW MANY YEARS OF SERVICE DOES AN EMPLOYEE NEED TO BE ELIGIBLE TO VEST THEIR MONEY IN THE RETIREMENT PLAN SHOULD THEY RESIGN FROM THE COUNTY?
After having completed 5 years of County service, the employee is 100% vested.
